Steering urban development is a major challenge for cities and municipalities. Particularly given the different interests of all involved stakeholders.
A number of planning parameters are used to steer the future settlement development in Lucerne such as coverage ratio, setbacks or maximum building height. These parameters are defining the arrangement of buildings and the density of the different zones. Hence they have a significant influence on the quantitative and qualitative development of the city. On the other hand they also define the capacity which forms the basis for dimensioning the infrastructure of the city quarters.
vrbn and Esri Switzerland developed a 3D planning tool for the Urban Planning and Development and GIS departments of the city of Lucerne to maximize efficiency and transparency of the planning process. The planning tool allows to evaluate the impact of planning decisions on the surrounding areas and their residents. The highly efficient modelling of planning scenarios supports the city's decision makers in defining and testing the planning parameters - with intuitive visualizations, statistics and analyses in 3D.
The 3D planning tool is a combination of the licensable CityEngine rule package vrbn MasterPlanner, which was customized to the clients requirements, and a combination of Esri tools. This package allows an efficient collaboration between all involved city departments.
The automated data preparation and publishing of planning content increases the efficiency of the planning process. Planning scenarios are designed faster, more intuitive and directly in the 3d model using the vrbn MasterPlanner. The 3D planning tool also enables visualization of planning parameters. The solution offers the possibility to assess the impact on the surroundings, establishes a transparent exchange of information between the municipality, experts and residents, and it supports well-founded decisions. This increases the acceptance of planning projects and opens up new perspectives for city planning.
